No More ‘Two Valid IDs’: ARTA Reiterates Single ID Policy for Public and Private Transactions

Filipinos turned away from government offices or financial institutions for presenting only a single identification document can now stand their ground. The Anti-Red Tape Authority (ARTA) has reiterated that presenting one valid ID is legally sufficient to establish identity in transactions.

The clarification comes as a major relief to citizens who frequently face bureaucratic delays caused by front-line staff demanding secondary or multiple government-issued cards.

According to ARTA Director-General Ernesto Perez, requiring a second ID solely for verification purposes constitutes redundant paperwork and violates Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act.

The National ID Standard: Protected by Law

The rule is even stricter when it comes to the Philippine Identification System (PhilSys) National ID (PhilID or printed ePhilID).

Under Republic Act No. 11055 (PhilSys Act) and Executive Order No. 162, the National ID is established as an official, standalone proof of identity and age across both public agencies and private entities—including banks, telecommunications companies, and commercial establishments.

  • Sufficient Proof: Presenting a valid PhilID automatically satisfies identity verification requirements. Institutions cannot legally demote it or insist on secondary identification cards.

  • Heavy Penalties for Refusal: Under the PhilSys Act, any institution or personnel who refuses to accept the National ID without valid legal cause faces administrative charges and a fine of up to ₱500,000.

How to Report Non-Compliant Offices

Citizens who encounter government personnel or private establishments insisting on two valid IDs or refusing the PhilID are encouraged to document the incident and submit a formal report:

  1. Anti-Red Tape Authority (ARTA): File a direct complaint at complaints@arta.gov.ph or submit an online incident report via arta.gov.ph.

  2. Philippine Statistics Authority (PhilSys): Email info@philsys.gov.ph or reach the PhilSys hotline at 1388.

  3. Information Needed: Include the name and location of the office or bank, the date and time of the transaction, and the reason provided by front-line staff.

While offices may still request secondary supporting documents specifically required to prove authority or eligibility (such as a SPA or income proof), one valid ID remains the standard for identity verification.
