ACCESS ULAS Institutional Partner Program: Providing Lawyers A Seamless Path To Compliance 

All legal practitioners in the Philippines are mandated to comply with Unified Legal Aid Service (ULAS), which is the provision of proper and adequate legal assistance for free to anyone who cannot afford it.

ACCESS, the Philippines’ first accredited and leading online MCLE provider, is set to launch on June 22, 2026 its ACCESS ULAS Institutional Partner Program. It is a complete, comprehensive and structured ULAS Program that allows legal practitioners to comply with their ULAS requirements in an organized, easy, and timely manner.

What is ULAS and why does it matter?

ULAS is the set of rules governing the rendition of mandatory and incentivized legal aid service in favor of indigents as defined by Covered Lawyers every Compliance Period in the rules.

“ULAS requires all active Philippine lawyers to render mandatory 60 hours of pro bono legal aid every 36 months (3 years). It covers active members of the Integrated Bar of the Philippines (IBP),” according to ACCESS’ founder Atty. Ma. Louella (Peaches) Aranas.

“More importantly, we are advocates of ULAS’ goal of extending free legal assistance to those who cannot afford to hire lawyers as well as those who have a lack of understanding of the laws and their legal rights in the Philippines,” she added.

Navigating the process to meet core compliance requirements as stated by the Supreme Court is easier said than done. Most legal practitioners, whether independent, solo, or employed by law offices, need to comprehend the compliance requirements details.
